Duisburg City Council pilot area
The city administration of Duisburg, characterized by the steel industry and the largest inland port in the world, is changing. The pilot area on Königstraße will create an experimental harbor basin for new forms of cooperation — and a sustainable prototype for modern administrative work. Here, employees from various offices experience how diverse working environments can change and enrich their daily practice.
As a pioneer and source of inspiration, the space creates a spatial situation in which New Work is not only thought of, but lived: Clear zoning, maximum flexible uses and the conscious preservation of characteristic elements create a lasting balance between identity, functionality and aesthetics. The knowledge gained forms a valuable basis for the development of modern working environments and will be incorporated into the planning of Duisburg's new town hall, which Completed in 2030 should be. This makes the area an important testing ground on the way to sustainable administration.
The 440 square meter pilot area of Duisburg City Council is more than just an office — it is a new home port for modern working culture. Inspired by Europe's largest inland port, the concept takes up its clear structure and functional structure: Work areas are thought of as functional strands, connected via a common “transport network” — the central access area. The result is a multispace with clearly defined zones that meet the various requirements of modern administrative work.
The pilot area offers a total of 14 ASR-compliant workstations and 12 flexible work options. The balanced ratio of fixed, mobile, open and closed areas ensures a high level of user-friendliness and allows employees to choose the appropriate space depending on the task and individual way of working.

In the open-space area, team workstations are available, which enable both concentrated work and spontaneous exchange. A spacious project area with mobile furniture and write-on walls invites creative processes and agile collaboration. There are also several telephone boxes available for short phone calls or digital meetings. A closed meeting room with modern media technology offers space for formal meetings or concentrated team meetings.
The centrally located coffee point forms the communicative core. It acts as a meeting place for informal exchanges, joint lunches or spontaneous meetings in a relaxed atmosphere. Thanks to flexible furniture, the area can be used in a variety of ways — for meetings, group work or small presentations. The joint offer is supplemented by central office management with lockers, printer pool and other organizational infrastructure.
A separate area is available for focused activities and undisturbed work. Here you can find classic still workplaces and closed focus rooms that can be used for sensitive tasks, intensive video conferences or individual projects. A library with an attached lounge offers additional space for concentrated research or quiet breaks. The offer is supplemented by window seats for short-term use, which offer an additional quality of stay thanks to the view.

The success of the pilot area was largely based on an intensive, dialogue-oriented consulting process. As a first step, our interdisciplinary core team defined the basic framework: including the number of workplaces required and storage space concepts. Building on this, we developed specific room modules, usage scenarios and equipment details in participatory workshops with representatives from all participating offices — always geared to the real work processes and the specific needs of administrative staff.
The process did not end with the move in: The Duisburg City Council continuously evaluates the use of each office over the entire six-month test phase. Employees from all offices are also interviewed at regular intervals — about functionality, atmosphere, efficiency and satisfaction. The knowledge gained in this way is directly incorporated into the development of the areas and provides a reliable basis for planning the new city administration building.
Our consulting support thus becomes not just a spatial concept, but a strategic tool for change.
The pilot area is not only a test laboratory, but also a figurehead for the attractiveness of the city of Duisburg as an employer. Openly designed workspaces with desk sharing promote communication and exchange. The integration of modern coffee points, telephone boxes and flexible meeting facilities reflects a contemporary work environment that attracts new talent and motivates existing employees.
Sustainability is reflected not only in long-term use prospects, but also in flexible equipment and interior design. The pilot area is deliberately modular so that the elements can be reused elsewhere without much effort. This results in a sustainable, responsible use of resources — in the spirit of a sustainable city administration.

The existing building substance is deliberately integrated as an identity-creating element. For this purpose, concrete inlays and the characteristic ceiling structure are retained and carefully worked out. The surrounding band of windows allows plenty of daylight to enter the clearly defined room zones and creates an atmosphere that reflects openness and transparency.

Mein großer Dank gilt allen Beteiligten an diesem Projekt!«

Mein großer Dank gilt allen Beteiligten an diesem Projekt!«
